3、Qualification Requirements For Bidder
Qualifications or Performance:1) For the goods marked with "★" in the "Technical Specifications" of SECTION 8, Bidding Document, in the case of a Bidder offering to supply goods (marked with "★" in Technical Specifications) which the Bidder does not manufacture or otherwise produce, the Bidder has been duly authorized by the goods' Manufacturer or Producer to supply the goods in this bidding project, the "Letter of Authority from Manufacturer" shall be original. The detailed requirement shall be specified in the technical part of Bidding Document. Meanwhile, the Bidder shall provide qualification statement issued by the goods' original Manufacturer or Producer, and the qualification statement shall be original.
2)① The bidder shall provide the copy of its business license or the certificate of legal registration in its bid. The registered period of establishment in Israel shall not be less than 5 years, and the registered capital shall not be less than USD10 million. The bidder shall also provide the copy of its business license or registration certificate in the bid;
② The bidder shall have been in continuous operation for the last 5 years with profitable business. The bidder's average annual turnover for the last 3 years (2018, 2019 and 2020) shall be no less than USD 25 million, and the bidder shall provide audited financial reports for the years of 2018, 2019 and 2020 in its bid.
3)In recent five (5) years (from 2016-2020), the bidder shall have undertaken or signed a contract for at least one (1) Israeli Government Loan financed vocational education project; the bidder shall provide relevant documentary evidences which include copies of contract cargo receipts/acceptance certificate or copies of key pages of contract including cover page or first page which can indicate the project name, procurement content, contract signing date, contract value, signatures of contract by marking the End-user's contact information with contact person;
4) The bidder shall provide the original Letter of Credit only for this project which is issued by the bidder's bank (a reputable bank with branch-level or above within or outside the People's Republic of China) within 3 months before the bid opening date.
5) Bidders shall have personnel and institutions in Israel to execute the project with documentary evidences provided.
