New construction of 5,000 tonnes of gas-conditioning and preservation storage, fruit and vegetable sorting and packaging plant, cold chain transport vehicle parking and drone comprehensive management centre, with a total area of 36,500 square meters. Purchase of gas conditioning and control, fruit and vegetable sorting and packaging assembly line, intelligent logistics management platform system, cold chain vehicles and vehicle monitoring, agricultural and forestry pest prevention and control internet of things platform system, pest prevention and control machinery and equipment, etc. Ancillary works such as road and ground hardening and greening in the factory area will be constructed. Purchase of water and fertilizer integration irrigation facilities and greenhouse integrated management control system for 1,000 daylight greenhouses, and water treatment and filtration equipment for two 40,000 square meters glass continuous greenhouses. 3、Qualification Requirements For Bidder
Qualifications or Performance:1. Qualification Requirements of Eligible Bidders(including its owner):
(1) Eligible bidder: The bidder shall be legally registered as owned legal entity registered in Israel, and shall also meet the requirement of ITB 2.2;
(2) Financial requirement
(a) The registered paid-up capital of the Bidder should not less than 2 million U.S Dollars.
(b) The bidder should have been in continuous operation for the last three years, with no negative net capital each year, and provide audited financial reports for the last three years.
Note: all non-U.S. Dollar expressed financial data shown in above-mentioned documentary evidence must be converted into U.S. Dollar expressed figures in line with the exchange rate published by the State Administration of Foreign Exchange, P.R.C on the date of publication of the tender notice.
(3) Experience and capacity
(a) The bidder shall be legally registered in Israel, and have been in continuous operation for the last three years (a copy of the legal person's business licence or registration certificate must be provided) .
(b) The bidder has an official office in China (mainland) as the management and coordination body for after-sales service. However, bidders who do not yet have an office in China should not be disqualified from bidding.
(c) The bidder has completed at least one similar project for an Israeli government loan with a minimum contract value of not less than US$15 million (relevant supporting documents such as a copy of the contract and notice of commencement should be provided).
(4) If 30% of the Israeli manufacturing equipment and/or goods (including system software) provided by the bidder are not manufactured by the bidder, the bidder shall provide the original authorization letter from the equipment manufacturer and/or authorized agent in accordance with Chapter 5 Bid Format.
The main equipment and system software are as follows:
1) Israeli component part: Solenoid Pressure Reducing Valve/Solenoid Valve, Dosing Pump, Non-Pressure Compensated Drip Irrigation Pipe, remote terminal control unit (RTU), Landscape Irrigation Controller, Landscape Auto-Control Irrigation Control System Software,Greenhouse Plastic Film, Anti Insect Net, Fruits and Vegetable Sorting and Packaging Line,CA Machines of CA Storage,Glass GH Equipment .
2) Third country import and domestic procurement components: multi-function harvester, cold chain transport vehicle, on-board monitoring equipment, air conditioning library refrigeration and humidification equipment, plant protection unmanned aerial vehicles, cargo vehicles, greenhouse irrigation controllers, UPVC pipes and PE pipes;
3). Domestic procurement software part: smart logistics management system software platform, pest control and Internet of Things platform.

1. General requirements for equipment manufacturers (For specific equipment, please refer to the bidding documents).
(1) Be established for at least 5 years and have successfully executed no less than 2 or more similar projects or supply contracts in China (Mainland) or in countries or regions with which China (Mainland) has normal trade within the last 3 years (provide copies of the contracts).
(2) Have ISO9001 quality assurance system certification or similar certificate (provide a copy of the above certificate).
(3) Able to provide technical response and service support within 48 hours according to the customer's requirements (provide a description and supporting documents).
2. Requirements for imported equipment manufacturers (For specific equipment, please refer to the bidding documents))
(1) A formal after-sales service organisation in China (mainland), (or the manufacturer has an authorised after-sales service organisation in China) should have a corresponding spare parts store in China to meet the needs of project implementation (provide a description and supporting documents).
3. General requirements for the qualification of software system developers in the domestic procurement software section (intelligent logistics management system software platform, pest prevention and control internet of things platform).
1) Possession of software copyright.
2) Having ISO9001 standard certification.
3) Able to provide technical response and service support within 48 hours according to the customer's requirements (provide description and supporting documents).
4. Special requirements for software system developers.
1) Automatic garden irrigation control system software: The server can be selected by the customer on the premise that the system software is functioning properly.
