Overview:Guangxi Liuzhou Water Affairs Investment Group Co., Ltd. intends to construct the advanced treatment project of Longquanshan WWTP, which mainly includes upgrading and transforming the existing plant to form a treatment capacity of 350,000 m3 / day, building a new secondary lifting pump house, a power transformation and distribution room, a high-efficiency sedimentation tank, a denitrifying biological filter, a fiber rotary filter, a dosing room, a carbon source dosing room, 1 warehouse, including civil engineering, equipment supply, installation and commissioning. Plant effluent is to meet the Class I A of Chinese GB18918-2002 discharge standard. The contract duration is 540 calendar days (including civil works, goods, installation, test runs and commissioning of the plant) plus 2 years of defects liability period.

3、Qualification Requirements For Bidder
Qualifications or Performance:Bidder shall have sufficient financial and technical capabilities, manpower and good contract performance records that are necessary to perform this contract. The Bidder shall meet following requirements of qualifications:
1. Project Performance Record:
The bidder shall meet the following conditions:
(1) In recent 10 years (from 2011 to the bidding deadline, subject to the completion and acceptance time), the bidder has successfully undertaken at least two processing capacity of more than 100,000 cubic meters / day (including 100,000) municipal wastewater treatment plant or water supply plant projects for construction, expansion or upgrading in China, which should include the general contract of civil engineering, supply and installation at the same time. The contract value of a single project shall not be less than Euro 22.7 million (other currencies shall be converted from the spot exchange selling rate of Euro to other currencies first issued by the head office of Bank of China 14 days before the bid opening date, that is 26th July, 2022). And at least one (1) of the contract performances is financed by International Financial Institution or Foreign Government Loan. Or:
(2) In recent 10 years (from 2011 to the bidding deadline, subject to the completion and acceptance time), the bidder has successfully undertaken at least one civil construction contract and two supply contracts with processing capacity of more than 100,000 cubic meters / day (including 100,000) municipal wastewater treatment plants or water supply plant projects for construction, expansion or upgrading in China. The contract value of a single project shall not be less than Euro 11.35 million (other currencies shall be converted from the spot exchange selling rate of Euro to other currencies first issued by the head office of Bank of China 14 days before the bid opening date, that is, 26th July, 2022). And at least one (1) of the contract performances is financed by International Financial Institution or Foreign Government Loan. (If a bidder was involved in a same project with several contracts, then the contract value can be accumulated under this project).
The bidder shall attach supporting materials in the bids, including but not limited to copies of the letter of acceptance, contract and completion acceptance certificate, and affix the official seal, and prepare the original of the above documents for future reference (Note: the contract copies attached to the bids must include but not limited to the contract pages which can reflect the following contents: the contract cover, the first page of the contract shall reflect the project name, contract scope, contract signing date, contract amount, project scale, contract signer, contact person and contact information of end user).
2.Certificates and Qualifications:
For Bidders within PRC, it shall be equipped with following valid qualifications and certificates:
(1)Non-JV bidders or member of JV who undertake civil works must have the General Contracting Qualification of Municipal Utilities Engineering – Grade I (or above) issued by the construction administrative department;
(2) Non-JV bidders or member of JV who undertake equipment installation works shall have the General Contracting Qualification of Electromechanical - Grade I issued by the construction administrative department;
(3) The member of undertaking civil works and equipment installation shall have Safe Production License.
Overseas bidder must have office or branch office in China, and provide corresponding certificate.
For all Bidders, it shall be equipped with following qualifications:
(1)ISO9000 quality management system certification (ISO9000/9001/9002)
(2)Environmental protection system certification (ISO14001)
(3)Professional health and safety management system certification, or other certifications of the same level.
